Lord Holmes of Richmond MBE has been a Member of the House of Lords since 2013 and serves on the House of Lords Science and Technology Select Committee. His primary policy focus includes leveraging digital technology for public benefit, with particular interest in AI, Blockchain, and their applications across sectors such as FinTech, GovTech, RegTech, Assistive Tech, and EdTech. His policy interests extend to social mobility, employment, education, skills, culture, media, and sports.Lord Holmes champions diversity and inclusion, actively campaigning for more accessible environments for disabled individuals and advising the government on these issues. He conducted an independent review for the Cabinet Office on improving access to public appointments and followed up with a progress report two years later.With technology and inclusion as central themes of his career, Lord Holmes works across the public and private sectors, including roles as Adviser to BPP University and Deputy Chair at Channel 4. Formerly a Paralympic swimmer, he is celebrated as ‘Britain’s most successful Paralympic swimmer’ with a record of 9 gold, 5 silver, and 1 bronze medals. He also contributed as the Director of Paralympic Integration for the 2012 Paralympic Games in London.
